If what I think it is, blanks.
I've not heard of 'skirmisher' powder; I have heard of re-enactor powder. I am however, no expert on the matter.
Whatever it is, it depends. If re-enactor powder, it really is only good for blanks or perhaps flintlock priming, if well made stuff... well with only one pound, by the time you worked up a load you'd be out.

Did you mean 1F? If so, use only 2 or 3F--that may be good only for blanks.

Thanks for the info folks. Looks like its good for noise and that's all. since it was free, and it has nitrogen as one of the powder components, think i'll use it as fertilizer on my corn patch to put some real pop in the popcorn. Appreciate the help!!!
