Another revolver question (or two)

Looking for consensus:
Purpose of filler is to:
a. Fillup the cylinder so you can compress the load good and tight
b. take up enough empty space so that there is no void, but not to compress

Balls should be seated
a. no deeper than required to clear barrel/ loader
b. 1/4 inch or so deeper than the cylinder mouth
c. It just doesn't matter

you need compression for bp to burn right. so its a mixture of both answers. the shortest jump out of the cylinder would be best
