Can anyone tell me if the breech stamp and lower right hand cartouche pictured indicate a James River gun?

My James River carbine has that stamp.

Yes, both the stock stamp and the barrel stamp are the James River Armory ID markings registered with the N-SSA for any of their arms which were given N-SSA Production Approval.
