Question for Sharps paper cutter shooters

I can't wait to get mine, maybe next week.But I have been reading my tail off on these rifles.
When rolling paper bullets,why must the powder charge be attached to the bullet.Can you
not just push a self contained paper charge behind the bullet instead?

When you glue the paper tube to the Bullet you only have to insert the cartridge ,saves another step..http://www.n-ssa.org/vbforum/images/smilies/icon_biggrin.gif
