Has anyone ever seen this type of sight and if so what kind of sight is it? Would it be N-SSA legal?

Yes. Its a Colt Revolving Rifle rear site, as used on the Colt Alteration of the M1841 "Mississippi" rifle, which is depicted in your photos.

I shot a Colt Alteration M1841 for many years in N-SSA competition.

A "Miniture Version" of that same rear sight is found on some ORIGINAL Colt Dragoon and Model 1860 Army Colt revolvers. All of those revolvers were also fitted with shoulder stocks.
