Try searching for "rasp"

Try a good Hardware, or Wood Workers supply store, Home Depot, Menards, Lowes, or even Harbor Freight Tools. They should all have rasps.

Get a hoof rasp from a farrier. A farrier usually has some old ones they they will sell cheap. Get two of them to roll the rounds between. Used ones will rough up a round just fine.
A new hoof rasp costs $20 - 25$

I saw at least 3 Sutlers selling rasps for $5 the past weekend at the fort.

I have heard of some folks putting a hand-full of balls into an empty vibratory brass case cleaner, but have not tried it, the farrier rasps work too good to change.
