Would a Richmond lockplate with worn off markings pervent a carbine from being approved?

Nope, believe it or not a lock with no markings will get approved, one with the wrong markings will not. I inspected a Richmond Mounted Infantry Rifle (Razeed Parts) that had the US Springfield barely visible and the date no existent and it passed.

Let me know if you need it inspected and I can see what I can do for you.

Joe is correct.

The long standing policy of the Small Arms Committee, which pre-dates my involvement, is that the SAC would prefer see no markings on a lock, rather than the wrong markings. Some arms are "markings specific", such as the short SN&WTC, the short Whitney Flush Lock, and the Remington 1863 Rifle (aka "Zouave") to name a few.
