I think it may be a conversion done by a Union Arsenal like Frankford, not Springfield or H.F.
But, you may be right....

You're right, it's a Frankfort Arsenal, but I didn't want to confuse the issue. H & P is what all these are commonly known as and it's n-ssa legal. Has to be inspected like all other H&P's.
