Can anyone tell me why the Armi Sport Richmond Carbine is not an approved arm? Thank you

The sample submitted to the N-SSA for approval had an incorrect front sight mounted in the wrong location. They have not resubmitted a corrected example.

Is it possible to correct the front sight and then have it submitted for approval? Thanks
