So, a replica 1816 flintlock smoothbore followed me home from Virginia.

It actually shoots pretty good. My question is, how does a line safety officer "clear" a flintlock?

Also, I have a priming powder dispenser that uses a spring loaded plunger to dispense a small amount into the pan. Is this acceptable to use on the line during individuals?

Short answer is you can not use the primer flask. To clear you cover the frizzen with a leather cover ( also used in loading, and insert the ram rod into bore, then remove and lay against outside of barrel to show there is no load inside. there are a few flinters being shot in N-ssa comp. Having hosted and been ordinance officer at several nationals I have observed a few in action as well as shot some too.
