I have an IAB Sharps. Land to land is .52. Groove to groove is .534. The Ringtail bulletmold throws a .54 bullet. Is the bullet oversized to much or is it safe to shoot? I saw some previous comments on bullet size, but is this bullet unsized okay to shoot?

Your measurements look a little off to me. I would expect the bore to be .523, and grove to be .542.
Assuming your measurement is correct, and that you are using a tapered bullet, the front band should be at bore size +.002, the driving band should be between .002 to.005 over groove size. If you are using a straight bullet +.002 is the size. If you are using lead harder than 20:1 lead tin the general rule changes to at groove +.001.
Hope this helps
